Well I guess he isn't banned for no reason...
A ban can be lifted after a while so I suggest you just wait or something.

some ppl say that you just need to refresh ur proxy/ip...does neone know how to do this?

No an IP ban is final, there is no refuting it. If he was banned permanently, then there is no room for discussion, because it was his or her fault. He cant be helped, nor is there a reason why you should help him. Thread closed.
