this technique also known as scene of the massacre creates a dome made of swords which also decreases your opponents abilities it seems

Byakya mentions that all the swords wont attack at once but is it because he didnt want to or just because he couldnt

The final release has a second form called Senkei Senbonzakura Kageyoshi (殲景, senkei - scene of a massacre). Senkei unites the scattered petals into complete swords that form four rows around Byakuya and his opponent. The swords do not have to attack all at once; Byakuya can call single blades down and into his hands one by one as needed. However, he can use all the blades at once in one immensely powerful strike. This form dramatically increases attacking power by sacrificing all of the defensive power it had in the previous form. It does not affect Byakuya's speed

I think buyaka didnt want to as he was holding back as in his heart he wanted ichigo to save rukia but new that if he did he would have to become more powerful so basically he was almost training ichigo and taking him to his limits.
Though i do wonder if well ever get to see the attack from the outside because would it make it so the people from the outside cant get in.

probably he want fair play huh? bcos he could control multiple pink swords to attack ichigo?
i just wonder if ichigo has reach his "limit" bcuz actually ichigo can go higher than that limit, not to mention turning into a vastrode, but he cant use bankai out side soul society can he? so that means when he could use bankai in real world, he could achieve more powerful bankai in soul society.

Byakuya's words (according to the DB sub) were "Don't worry, these thousand swords will not attack you. I swore that I will definitely use my own hands with this senkei to slice you." So I guess he could, but he went for the melee fight.

I'm not sure if the dome itself was the cause for Ichigo slowing down. Byakuya said something like Senkei makes fatal wounds so it was actually Ichigo's body getting weaker from the hits he took.

Yeah didn't Ichigo think that Byakuya's Senkei was making byakuya faster but Ichigo himself was just getting slower from a mix of his injuries and the inexperience with his bankai/length he had be using it.
