Depends. Is the cup in a vacuum? If so, then the answer is half empty.

If not, then the cup is in an enviroment and is thus technically permanently full. You never specified what the cup was full of. It can be full of solid, liquid, or gas. Therefore the cup will always be permanently filled with one of or a combination of these specific possiblities.
