hmm, no, current system is set up as it is just so that we don't have to do this menial job.

We make Shinigami Academy Staff the Group Moderators of the new teams. They do the rest.

And the captains do the same for graduates.

If Ai doesn't trust the captains not to abuse the system then that's his problem, because quite frankly I think we should trust them.

Obviously if any captain is found to be accepting non-shinigami Graduate applicants, then he/she can be demoted.

Doesn't that work?

My opinion on this matter will be a lot more fruitful if I actually get whats going on =/.

I'm sorry, but I think my lack of sleep got to "understand-what's-going-on" part in my brain.

Oh, I reckon we should just make the academy staff do the usergroup movement instead of having to do it ourselves.

We just have to make them Group Leaders, besides that Ai is wanting us to make division sections like the G13 each with their own usergroup and I'm too lazy to do it right now.
