President Vladimir Putin yesterday declared that a new arms race and cold war with the west had begun and announced that Russia would retaliate against US missile defence plans in Europe by pointing its missiles at European cities.

In a hawkish speech that sets the stage for a frosty G8 summit this week, Mr Putin launched an extraordinary broadside at the west over missile defence, Kosovo and democratic standards.

Mr Putin will meet George Bush, Tony Blair and other world leaders on Wednesday in the German resort of Heiligendamm for their annual meeting. In an interview released last night he made his most strident attack yet on western power.
He also indicated that he would not shy away from fights with the German chancellor Angela Merkel on human rights and harshly accused Britain of "politicising" the murder of the Russian dissident Alexander Litvinenko.

On missile defence, Mr Putin said that if the Bush administration installed elements of a missile shield in eastern Europe, Russia would retaliate by training nuclear missiles on European targets. Russia has not specifically aimed its missiles at Europe since the end of the cold war but, asked if it might do so again if the US missile shield went ahead, Mr Putin said: "Of course we are returning to those times. It is clear that if a part of the US nuclear capability turns up in Europe, and, in the opinion of our military specialists will threaten us, then we are forced to take corresponding steps in response."

"What will those steps be? Naturally, we will have to have new targets in Europe."

He said: "We want to be heard, we want our position to be understood. But if that does not happen, we lift from ourselves any responsibility for the steps we take in response, because we are not the ones who are initating the arms race in Europe."

Mr Putin's comments, in an interview with selected media from G8 countries at his dacha outside Moscow, appear calculated to inflict maximum panic among western leaders ahead of the G8 summit.

The comments are the most savage assault on the west since the cold war and follow Mr Putin's blistering attack on the Bush administration in February in Munich, unproductive talks with the US secretary of state Condoleezza Rice, Russia's alleged cyber-attack on neighbouring Estonia and last week's announcement that Russia had successfully test-fired a new and deadly intercontinental missile equipped with multiple warheads.

In a further jibe at the US, Mr Putin said no one country should be allowed to dictate its views to others. "Certain participants in the international arena assume that their opinion is the ultimate truth. That, naturally, does not help create an atmosphere of trust."

Mr Putin also underlined the gulf between Russia and the west over the future of Kosovo and its possible split from Serbia."We hear only one answer. That we need to hurry. But hurry where? What is happening that requires us to be in such a rush?"

In comments likely to lead to icy exchanges when Mr Putin meets Mr Blair at the G8, the Russian leader accused Britain of "politicising" the murder of the former Russian security service agent Alexander Litvinenko, who died in a London hospital after being poisoned with polonium 210. Last night Mr Putin said the affair was being whipped up by Russian emigres given refuge in London after fleeing prosecution in Russia.

The Bush administration insists that planned missile interceptors and radars in Poland and the Czech Republic are no threat to Moscow. The Pentagon claims the system is designed to shoot down missiles from Iran and North Korea. Mr Putin has repeatedly said he does not believe the US. Neither Iran nor North Korea has missiles capable of striking the US, he said, accusing the US administration of upsetting the strategic balance of forces in Europe.

"We are being told the anti-missile defence system is targeted against something that does not exist. Doesn't it seem funny to you?" Mr Putin said. "The strategic balance in the world is being upset and in order to restore this balance without creating an anti-missile defence on our territory, we will be creating a system of countering that anti-missile system."

It's interesting to think about WW3, I'd join a facinating struggle.

From this Putin is pointing out that war is the only thing catching the attention of the US - it's true. However this current race of poor blooded Americans that can instantly grow hate and confidence, seems like Putin's plans of a reaching a settlement with the US won't work this time. If anything just let the racism grow..

Ugh WWIII is upon us. Not that surprised since Russia is involved but then again I expected this to come within a few years.

Great. So after all I will have a chance to die a heroic death... Sigh, now I know why I had bad feeling that something will happen. Ow and Poland as always is between forces of west and east, and as always we will probably get us involved in this no matter what (Im pretty sure that soon our stupid leaders will said - we will help the democratic east, Poland will prevail - yeah right. When Russians come to kill us all those assholes will be in America already...)

Well, I hope that there will be no new war. And if there will be, I will emigrate to some peaceful country. Australia maybe. I consider my life to precious to lose it because some idiots can't get along with each other.

For god's sake, I understand, in the anime shows there's the " as long as there are people there will be conflict " attitude, but who here would, if they saw their neighbor buy a new knife, go out and buy a sword just in case ?
I say we ought to put up anti-missile systems EVERYWHERE. there shouldn't be something so Hannis in insistence anyways, and the sick @#$%^ who said, oh yeah, I know, lets use it to wiped out people.
When I was young, I was first in line to go join the service. I come from a long line of military folks, but in a twist of fate, I never was able to join. Now I have kids of my own, and I see some of the BS is going on out there and the people calling the shots. I totally agree with protecting ourselves, but there's a point where enough is enough. stop all aggressions against you and call it a day. if only everyone maintained that attitude, there wouldn't be problems. let the leaders work out misunderstandings in a more civilized way. not this BS, I'm bigger, stronger and you WILL do it my way or else I will destroy you, crap. the idea of these "leaders" who won't even take part in any kind of battle, giving the orders that would send MY kids to their deaths, makes my blood run cold.
if it's a just cause, that's one thing but the world police thing is just plane crap. I'm just about as patriotic as they come ( was raised on base ).
For the life of me I don't get why it is that a lot of times it the crazies that gain control. and that's what puts such a hardship on the regular folks like us.

on a lighter note...........heck if these frigging countries want so badly to gain new lands...................build up their space programs, and go out and lay claim to some rock out there in space, for themselves. leave mother Earth alone and stop trying to destroy it.

another example of american imperialism. lets put a base in a completely random country.
still there plans make sense to me; everyone knows that any missles fired from north korea or iran will have to go via poland to reach america.

Yeah, and that "Shield" will be probably placed in Poland (Ow jolly, nuclear winter for everyone) Great. Now, if Russians get iritated, where will they hit at the begining?... hmmm...
And about butt kissing - theres no competition. Stupid government of my country are the best butt kissers on this side of the globe. Poland was helping with invasion in Afganistan and Iraq, get nothing in return, yet our leaders are smilling like idiots when they're at some meeting in US. Thats pathetic. Germans, French and rest of the Europa had some pride at least.

Well, lets not have assumptions, I doubt there would be a WWIII as Russia does supply a lot of gas to European countries, if they cut the supply then negotiations will take place.
