Actually Rukia does have boobs, in one of the episodes, Kon hugs her or grabs her when he first has Ichigo's body and you can see her boobs and then there is when she has that white robe thing on and she is laying down and you can see the shape and size of her boobs there and they are actually like normal sized big boobs :/
