Out of personal taste on a woman, I'd say Rukia's breasts. The whole school uniform thing...it needs a makeover, a few bits torn off here and there, but it'd definately work.

However, considering that Bleach femme's pretty much must have big boobs to get into the cast I'd say Yoruichi.

The picture is only based on size...I'm not personally keen on the scoring in it. There's ways to grade a set of boobs, and biggest doesn't necessarilly mean best...anyone agree or dissagree with that?

Um, the animators can't keep the proportions of Rukia's, or any other female for that matter, boobs to be kept the same. Eventually, you'll see it bigger or smaller than usual because it's not going to be perfectly drawn into correct proportions all the time.
