If it was taken with a film camera, I'd ask to see the negative. But since he would have to submit a photo of the negative in this case, there's a chance he could fake it.

Photography and Graphic Design are both disciplines that suffer from "non-art" predjedice from artists in more traditional forms (drawing, painting, sculpture). They think that people who do photo and graphics aren't artists, "You're just pushing buttons/moving a mouse, the camera/computer is making the art."

It simply isn't true. The camera is only a tool. The quality of one's photographs is not a direct result of the cost/features of one's camera. And the output of design work does not occur simply from buying Photoshop. You can layer a bunch of filters on an image and get ass, and you can buy a DSLR and get a photo with the camera strap in it.
