There is not enough information to have a sufficient debate on this right now. We have seen the full extend of Byakuya's abilities (or the majority of them) and nearly none if Ichimaru's. We don't know if the Hougyoku has made Ichimaru a Vaizard or not. We also don't know if he had a genuine or fake fight against Hitsugaya, and what his Bankai is.
