I'm not yet sure of Nnoitora's rank, it's not No.1 , its like, 3-7.. anyways , I would like to say :
Nnoitora is as fast as Ulquiorra
Ulquiorra has the power to kill Shinigami with one hand without moving close to them
Nnoitora has a huge double sided ( sort've) blade.

Hmm, I would have to say Ulquiorra because of his One-Hit Kill Attack
But then again, Nnoitora has a HUGE (and I mean huge) Zanpakutou Shaped strangely like this ) )
