Yamamoto wins. He started moving after Shunsui and Ukitake yet he arrived before they did when he was chasing them. If Shunsui and Ukitake compliment someone, it is a worthy compliment.

Oh yea..I'm gonna go with Yamamoto with this as well. Yoruichi is noted to be the "Goddess of Flash" keyword being "Goddess". That simply means she's the best female shunpo-er, not technically the best.
