It's due to either a skin disorder, a genetic dysfunction, or the cats just aren't groomed enough. I think it's cute. But yeah, it'll never fly :P

I think the wings do have some kind of bone in it... but not so sure...

Wouldn't the fur be too heavy for it to even fly?
