i thought that there were many more cities and stuff in SS than just rukongai and seretei. they mentioned that rukongai was just the most free yet poorest place for souls to go. So doesn't that mean that there are more cities?

I think probably some kind of barrier which leads to the Hollow Center (Haeco Mundo) and after that Hell. Ofcourse,we may never know.

Hell? It'd suck if there's a hell in SS...

No one knows where they're going after they die in SS. I like this concept ^^ It's just a place instead of heaven/hell

um it was discused in one of the treads here. In chapter 46 when Rukia explain ichigo why shinigami wiped out quincy's she told him that the number of souls in SS and living world is constantly being evened out. souls released from SS are as living things in living world and those souls that die on earth are sent back to SS by shinigamis. So its logical that the souls that die in SS are sent back to earth to reborn there. its to keep balance between two worlds.
