Kur - your animation is pretty good, but a sig is not focused on its animation, it's focused on its whole and you didn't make that bg. Too big too.

Lunar - I like the layout. Not your best I don't really think, but nevertheless, still good.

Oh my gossh that's fine piece of art from Lunar, maybe a little bright and a darker border (maybe light blue) would fit better against the light background of the forum. Anyways my vote goes to Lunar

Kurosaki - your font on 8th division is all jaggedy - like its a badly cut render or something. i don't really like your background either. The animation's good though.
Lunar - Aesthetically, it looks quite beautiful, and the text fits perfectly. Meh - who needs a stock when the background's that good :)
