GMT +/- problems

well i keep changiny my settings to GMT+10 but every thin is displayed at +11 so i then went to +9 to see if it would display it as +10 it didnt work and was at +9 as it should the same happened with +9.5 that being displayed as +10.5

I got a very similar problem to yours... My time zone is GMT plus 4, but the timing displayed is GMT plus 5... I tried to change it to GMT plus 3 and it worked... Try again, if that doesn't work then just keep it as it is while knowing that the timing displayed is an hour over your time zone timing. The reason why this happened is because many countries have their time zones changed over the winter. The bulletin used here, might have a similar module built in it, and thus this problem arises. I guess the only people capable of fixing your problem would be the hosting servers. Sorry if I wasn't of much help...
