Non-functional means that it is disabled and is not put into use at all. I'm not sure if it can be removed from the forum package but its just there. Ignore it completely. Even though your points do not increase you do get a rep point update everytime you access your User CP if someone reps you up or down along with a comment if someone leaves it for you.
